The boundary of eminent domain. If a wealthy landowner decided to suddenly breach existing leases on his property, just so he could re-lease it to wealthier patrons, he'd be in court so fast it'd make his head spin. Yet local governments are doing something like this when they exercise eminent domain to condemn properties that sit on land which they hope to develop into a more lucrative tax base. It smacks of racketeering, and perhaps the afflicted property owners should seek RICO prosecution.
